The family appears to have briefly returned to Canada the previous winter for a "working vacation" just to make some money to continue living in Russia, so whatever they're doing in the motherland for ends meet isn't paying enough. They also were neighbors with an Australian family that had to return to Australia permanently because they weren't meeting the income requirements for a visa, and I'd say didn't want to sign a military contract either.
Said Australian family were several years ahead of them, they'd been trying for nearly a decade.

I think he could argue extenuating circumstance in that case, lot's of evidence that Russian officials use dubious methods to ensure enlistment quotas are met. That's assuming he survives to make his case....If he joins the Russian army he could potentially face criminal liability under the Foreign Enlistment Act.
