Psychiatrist: Peacekeeping too passive for peace of mind

A simple question from one with no military experience as of yet... if the ROEs prevent you from taking action, what's the point of being there at all?
 
Information, presense, keeping their [beligerants]"eyes" occupied there instead of somewhere else,.....all kinds of reasons that the soldiers on the ground might not know about.
Doesn't mean their part is any less important though.

Of course, if its a UN mission sometimes just plain incompetence from the top also...

I could ask you .....if the Law keeps you from being a Vigilante, what's the point of living in your neighbourhood?
