I've happened on another great source of historical docs - all public domain - that allows you to download scans of the original books.

I love reading about the raising of regiments in the late 18th and early 19th centuries...it seemed all a man needed was a title, money and the backing of a politician and *poof* instant CO!
 
It used to be that your rank was dependent on how much money you had.  How good of a uniform you could afford.
If your daddy had a lot of money, and he could buy a high rank, presto!  you could be a colonel.
