There was an excellent turnout from LFWA. Approx 125 pers Comds,
HCols, HLCols, COs, RSMs, Area and CBG staff, R2000 and Alberta Militia
Society, etc took part. From the comments I heard it was fairly well
received by most of the attendees and it had been a worthwhile
experience. Unfortunately, I don‘t have an electronic version of the
presentation I have hard copy at work that I could fax, however, you
can probably get it quicker in Calgary, and I couldn‘t find it on the
web
Let me point out that LGen Jeffery did not introduce anything new and
did not introduce any plans for restructure, etc. Rather, I felt his
trips to each of the LFAs focused on developing a consensus amongst the
reserve stakeholders. For example, we all know the reserves need to be
fixed, how that is to be accomplished is a different story as R2000 and
the Chain of Command have two vastly different views. LGen Jeffery
looked at where our common themes lie. Secondly, he focused on
rebuilding trust between the reserve community and the chain of
command. Thirdly, he seemed genuinely concerned about the reserve force
and its role in Army. Including the realization that you can‘t
reorganize the reserves if its broken examples being pay, recruiting,
eqpt, trg, etc. Once you fix the problems, you can look at least look
at what really works in the Reserve system and what doesn‘t. If it
doesn‘t work then reorganize it. Once the reserves are fixed and
reorganized it can be transformed.
I know LGen Jeffery from previous encounters and I‘ve always been
impressed with him not only because he‘s a Gunner!. As LGen Jeffery
is the future Army Commander, I think the CF has tried to show it is
serious in supporting a viable reserve and indeed LGen Jeffery will be
the one to implement it. I don‘t believe there is an ulterior motive
besides the realization that LFRR is broken and there is a lack of trust
between the stakeholders. I think if LGen Jeffery is to be successful
there have to be tangible changes that improve the reserve, not just
take money away from it. There are some very short timelines though,
and LGen Jeffery is to present to the MND his proposals on or around 2
Jun 00 someone may have the date as I don‘t have the paper in front of
me.
