Received voicemail (awaiting job offer)

Hey i been merit listed since may 10th and today while at work i received a phone call saying they need to talk to me for files update. Could this be for my job offer? 1 month ago i called em for infotmation and left a voicemail and never got any call back. I called back and spoke to em about 2 weeks ago. Could this be them calling back or a job offer ? Have any of you ever received a job offer via voicemail? Thanks for the help
