Reporting possible infringement of CANFORGEN 136/06 -GUIDANCE ON BLOGS..

So, I've been on this facebook thing.

They do offer several discussion groups, and 2 of the interesting ones I've seen are a Canadian Forces group (approx 800 members) and a "support our troops" group (approx 1400 members).

Ignoring the dumb questions and statements on some of the discussion boards in these groups (IE, "People really need to understand the concept the Canadians have nothing to do with Iraq, and Americans aren't involved in Afghanistan?" or "I personally dont find it wrong for someone to mix up thier kit with thier civies, i mean all the civies have the kit, we sell them at surplus stores for 2 dollars, and the people i kno, like myself wear the tags out with our civies cuz god damnit some of us are proud to be serving, all that kit discipline, thats stuff the officers made using thier 'commisioned intelligence')

What worries me, is that while I haven't seen any blatant disregard on the board, there are people who are asking questions, making statements, and posting pictures that may be in violation of the above mentioned CANFORGEN regarding GUIDANCE ON BLOGS AND OTHER INTERNET COMMUNICATIONS - CF OPERATIONS AND ACTIVITIES.

The CANFORGEN states that : CF MEMBERS ALSO HAVE A RESPONSIBILITY TO ENSURE THAT ANY INFORMATION OR IMAGERY THEY SHARE WITH A THIRD PARTY WHO MAY NOT SHARE CF OPERATIONAL SECURITY CONCERNS IS NOT OF SUCH A NATURE THAT IT COULD CREATE RISKS IF PUBLISHED.

Many of the members are obviously CF members, some Reg, some Res. Mostly seems like Res NCMs. An issue with this is that:
A) there seems to be very little moderation on the part of the group owners,
B) There is little to no moderation by the website itself (certainly not regarding CF OPSEC),

and C) The website posts the names of it's members, and those who allow their profiles to be seen by all (which seems to be common) also sometimes have their contact information (Address, Phone numbers, Email addresses, employer information which sometimes includes members unit).

Seems to me like a potential for OPSEC violation.

Now, I know the CANFORGEN states that :LEGAL ADVICE ON THIS CANFORGEN IS AVAILABLE TO THE CHAIN OF COMMAND FROM THE NATIONAL SECURITY DIRECTORATE OF THE CF LEGAL ADVISOR (CFLA).

My question is, is this something I should report, either up my CoC, or directly to CFLA or NIS?

I may also just consider PMing the owners of the groups, and possibly posting the CANFORGEN and some guidance.

Just asking for opinions or advice before making my decision on the matter.

To answer your questions:

"Is this something I should report, either up my CoC, or directly to CFLA or NIS?"  Yes.  If you are in doubt, yes.  As you have already admitted here in this forum to having questions about OPSEC and PERSEC issues on their site, you know about it and could be considered an 'accessory after the fact' type of person if you didn't address these concerns.  All they can do is say that they don't find anything wrong and give you a thank you pat on the back, or it may be a serious concern of theirs and they will again thank you for the lead.

"I may also just consider PMing the owners of the groups, and possibly posting the CANFORGEN and some guidance."  Another positive move.  It wouldn't hurt to do so, and it may open their eyes to a possible problem.  If they ignore you and you have reported them to the NIS, then it is all their problem and you tried your best, but they didn't listen and can suffer the consequences.

Kudos Des for being on top of this issue.  Army.ca is lucky enough to have vigliant mods to patrol and stop the Opsec/persec issues before they advance too far, but unfortunately, many other places are not like that.  Security issues need to be addressed right away, and you noticing these violations, or what may potentially lead to violations, is the first big step.
