The short answer is - Yes.
The long answer - It depends. If there is room on a Reg F BMQ - which was possible up until about 18 months ago, then the Res command staff could negotiate for an individual from one of their Reserve units to attend the Reg F BMQ. The Air Force Reserve most frequently used this method, which was still relatively rare.
The Nav Res set up a school in Borden, which conducted equivalent to Reg F BMQs for their recruits. The Air Force and for at least a short time, the Communications Reserve, also loaded their people on the Nav Res Borden BMQ. With the increase in Reg F BMQ requirements about 2005, this Nav Res school was converted to a satelite of CFLRS, and now conducts both the Reg F BMQ and the Nav Res BMQ.
