Responses to Defence budget rising Editorial

When Hillier talks about changing the procurement system, is it envisioned to take place with a "total" review of the CF as regards to it:
    1. Having a stated role (to be defined as pointed out in this thread)
    2. Placement of bases to not accentuate the economy of a region, rather than serving the role of the CF training and mobilization   effectiveness
    3. Placement of the forces on those bases decided on, that represent the best fit, irrespective of what historical/political precedent arguing  that it not be changed.

Basically, I am saying, if you are going to change stuff, decide what you want, arrange the pieces, then do it. You want efficiency, generate it, don't wish for it.

The problem with hiding behind someone's skirts is you end up downwind of some foul smells, and you always have to follow, never get to do what serves your needs.
