ROTP Eligibility

I just completed my 2nd year of university and have 21 courses left in my degree. I am wondering if I am still eligible for ROTP? (Note to maintain full time status I only need to take 3 classes a semester).

Also, if unable to do ROTP, am I able to apply for DEO in my last year/semester of university? Thank you all!
