Russia and Iran signed a deal Sunday that would deliver nuclear fuel to the Middle East country for the startup of its first reactor â ” a project the United States had for years pushed Moscow to drop, claiming Iran is trying to build a nuclear bomb.

Iranian Vice-President Gholamreza Aghazadeh and Russian Atomic Energy Agency chief Alexander Rumyantsev signed the agreement at the Bushehr nuclear power plant. The signing, which was delayed by a day, came after the two senior officials toured the $800-million (U.S.) complex.

It wasn't immediately clear whether Thursday's Bush-Putin summit had delayed the signing, which had been expected Saturday, but Mohammad Saeedi, deputy head of Iran's Atomic Energy Organization said "the Bush-Putin talks did not have an effect on the agreement. Our talks [with the Russians] have been successful."

It depends on what kind of reactor they have, what kind of fuel it is, etc. Returning nuclear fuel rods to their source is common practice for outside suppliers, if I'm not mistaken, and that's being done here according to the article.
 
Iran is known for their honesty and ability to honour international treaties, and Russia is famed for keeping excellent records about its nuclear materials, and both have superior histories about openness and transparency in its weapon development and procurement systems.....no wait, they don't.
 
Ha ha, so true; trusting these two is not an option. The U.S. is not a position to do anything though as it seems their services will be needed frequently in Iraq for years and years to come.
