Stolen 9mm pistols?

We were recieving a briefing the other night about this that and the other thing and our CSM made a mention of a person a few years ago who was able to steal some pistols (a half dozen or so) and some weapon EIS. I have heard this before but I was told to dismiss it as a myth so I did until I heard about it last night. Has anyone heard of this happening before and if so couls someone please explain what happened and why? Oh ya, I'm from Hamilton if that helps at all.

The situation is thus: A service member pawned service pistols for drugs.......This individual had been going through personal problems and became invloved with the wrong crowd. It ended in his suicide in a provincial jail. A tragic affair all round.
