Tearing down of military building - CFB Esquimalt/Military College

As I've been just been informed from a local, the "old" military building on Ocean Boulevard near the Esquimalt Lagoon is in the process of being taken down.  Two questions really:

Was this building part of the military college (now Royal Roads University), or did it have a different purpose?
Does anyone have any details as to why this building is being torn down? 

I spent considerable time living in Belmont Park during my youth and that particular beach area has special significance. Any insight would be appreciated - the building is the picture attached.

It was never part of RRMC- at least in the 1980s.

Sorry to see the old place go.  I used to walk past it every day doing my daily rehab.  It was for many years the HQ of 4 CRPG, and I think before that it was used by Range Control.

Originally I believe it served as some part of the harbour defence system, but I'm not sure where it fits into that scenario.
