I wonder how difficult is for the seeker on an anti-ship missile to lock on to a semi-submersible? Even if detected would the missile have to fly so low that it might hit wave tops? Would CHAFF cause the missile to fly right over top?

Add in that some of the semi-submersibles have dive capabilities of varying durations and depths.

I was trying to think of a potential analogous technical advancement. I am leaning towards the clipper ships. They started running high value cargoes of opium and tea. They ended their days in the steam era hauling wool and grain as the cheapest solution.
