This is why we need third party appraisers in any program that takes property, be it firearms, land, etc, backed by a hearing system in case of serious dispute. Government has its own interests.
when the Province of Ontario expropriated our land there was a third party appraiser. I assumed that was normal?

We have our own hearing system, it's called the House of Commons.
 
To clarify - expropriation is a public policy tool that erodes the very trust that underpins our prosperity. I acknowledge it must exist, but it should be checked with procedural elements that can't be done away with via simple legislation. The firearms and Alto files annoy me to no end.

It's supposed to be a basic element of procedural fairness in a process our whole society should view as very hazardous to the public interest. If I had my way, expropriation would be used very, very sparingly. That said, some people seem hell bent on even getting rid of that basic check on rampant government.
