The 'positive colonization' of Libya

In today's NP, AFP quoted Alessandra Mussolini on the Libyans "If it hadn't been for my grandfather they would still be riding camels with turbans on their heads" and "Fascism exported democracy, as well as roads, houses and schools."  Her defence of Benito is expected, but did "Il Duce"  really have such a positive effect on Africa?
