SUBJ: PAY INCREASE - 1 APR 04

REF: CANFORGEN 074/02 ADMHRMIL 042 031613Z JUL 02

1. THE PURPOSE OF THIS MESSAGE IS TO EXPLAIN THE DELAY IN ANNOUNCING THE NCM/GSO/PILOT (LCOL AND BELOW)/MEDICAL/DENTAL OFFICERS (LT AND BELOW) PAY INCREASE FOR 2004/2005 AND TO PROVIDE AN UPDATE ON WHEN CF MEMBERS CAN EXPECT TO RECEIVE IT

2. REF CANFORGEN ADVISED CF MBRS THAT A PLAN HAD BEEN INSTITUTED FOR 2002 AND SUBSEQUENT YEARS TO ANNOUNCE AND IMPLEMENT PAY RATE ADJUSTMENTS AS SOON AS APPROVED, WHICH IS TYPICALLY APRIL-JUNE IN
ANY GIVEN YEAR. HOWEVER, THIS ANNOUNCEMENT MAY BE POSTPONED IN ORDER TO NEGOTIATE THE BEST ECONOMIC INCREASE FOR CF MBRS. ECONOMIC
INCREASES REFLECT, FOR THE MOST PART, THOSE GIVEN TO GROUPS IN THE PUBLIC SERVICE (PS). SUCH INCREASES ARE NEGOTIATED THROUGH THE PAGE 2 RCCLHAV6050 UNCLAS COLLECTIVE BARGAINING PROCESS. TO DATE, ONLY A SMALL PERCENTAGE OF
THE INFORMATION REQUIRED TO CALCULATE THE CF ECONOMIC INCREASE IS AVAILABLE AND A LARGE PORTION OF THE NECESSARY INFORMATION IS STILL UNKOWN

3. TO ENSURE CF MBRS RECEIVE A FAIR AND EQUITABLE PAY INCREASE, IT
HAS BEEN DECIDED TO DELAY THE 04/05 PAY INCREASE UNTIL MORE INFORMATION REGARDING VARIOUS BARGAINING UNITS IS AVAILABLE. IN PRACTICAL TERMS, THIS COULD MEAN A DELAY UNTIL LATE SUMMER OR EARLY FALL 04

4. WHILE THE DELAY MAY SEEMS LENGTHY, ALL MBRS SHOULD BE AWARE THAT THE EFFECTIVE DATE WILL
REMAIN 1 APR 04 REGARDLESS OF WHEN THE INCREASE IS IMPLEMENTED

Question is will the PMQ rates go up as per usual once the pay rate kicks in.

Just remember troops....the increase in rent isn‘t tied into our getting a pay raise ;)

Anyone know the status of this issue?  How close are the PS negotiations?  The PSAC site doesn't say much.
 
I asked the pay guys at the Wing OR and they told me that it should be soon, he said that the pay raises usually follow any changes in PLD and the PLD changes just took effect at the beginning of Aug.  There's still no CANFORGEN out on it so I'm not holding my breath, everything is still speculation.

I really like the last sentence of para 2. I'm not sure if I understand that they don't know how much we're getting because they don't have the formula to calculate it. I'd like to say that getting pay increases retroactively in lump sums is a good thing. However, historically (as quoted by Franko) we usually get nailed by increases in PMQ rent (rotten greedy CFHA) or, as in Ontario, we are getting it up the can thanks to greedy rotten (insert foul disgusting language and expletives) provincial leadership and the Health premiums. It's getting so that we can't afford pay increases, it never seems to increase the thickness of my wallet.

Padraig, don't worry, even if we got the pay raise in May we'd still get an increase in PMQ rates, blame inflation, not the mob. If it makes you feel any better, I got a raise in PLD of $46, of which I see a little over $20, yippie, $10 more per pay! It could be worse, you could be on pogey. ;)

This is pretty much standard stuff, our pay raises for inflation and cost of living have been tied direct to the public service. And from the sounds of the message those figures are not out yet so....
Actually, the regulations say we get no less than the Public Service. There have been several times in the recent past that our raises were more than PS. So, in short, our raises are dependent on knowing what the PS gets, but are not tied to it.

Which is not only why we are waiting for the conclusion of the current PS negotiations, but also why we haven't heard so much as a rumour of how much we might be getting. Past pay increases were always preceded by rumours of how much we were getting, but in this case any such 'leak' would be reverse-engineered by PS members who know the comparative equations and interpreted as what the government has already decided they will receive - and that could undermine any negotiations with the unions.

As we should all recognize, there is no link between pay increases and PMQ rent increases. PMQs have been a losing concern for many years and the defence budget underwrote the low rents paid by all of us when we occupied PMQs. There was no similar allowance if someone decided to rent or buy on the economy. PMQ rent increases have been part of a plan to make the housing relatively self-supporting, luckily common sense prevailed to the extent that the amount of any one increase in a year was capped.
 
PSAC at the present time has all three tables out for negotiation...  They're ASKING for 2 2 and 2, but we'll see what happens.  They're waiting because Parks Canada is on strike, and table 3 (might be table 2) are going to arbitration.  I'm sure once that crap is settled with the treasury board, it'll give y'all a better idea of what the CF members will be getting.  (For example, the rest of the members of PSAC that are awaiting some sort of response are all waiting to see how the Parks Canada strike is resolved...  Once that's done, the rest of the treasury board should follow relatively quickly.
