1. THE PURPOSE OF THIS MESSAGE IS TO EXPLAIN THE DELAY IN ANNOUNCING THE NCM/GSO/PILOT (LCOL AND BELOW)/MEDICAL/DENTAL OFFICERS (LT AND BELOW) PAY INCREASE FOR 2004/2005 AND TO PROVIDE AN UPDATE ON WHEN CF MEMBERS CAN EXPECT TO RECEIVE IT
2. REF CANFORGEN ADVISED CF MBRS THAT A PLAN HAD BEEN INSTITUTED FOR 2002 AND SUBSEQUENT YEARS TO ANNOUNCE AND IMPLEMENT PAY RATE ADJUSTMENTS AS SOON AS APPROVED, WHICH IS TYPICALLY APRIL-JUNE IN
ANY GIVEN YEAR. HOWEVER, THIS ANNOUNCEMENT MAY BE POSTPONED IN ORDER TO NEGOTIATE THE BEST ECONOMIC INCREASE FOR CF MBRS. ECONOMIC
INCREASES REFLECT, FOR THE MOST PART, THOSE GIVEN TO GROUPS IN THE PUBLIC SERVICE (PS). SUCH INCREASES ARE NEGOTIATED THROUGH THE PAGE 2 RCCLHAV6050 UNCLAS COLLECTIVE BARGAINING PROCESS. TO DATE, ONLY A SMALL PERCENTAGE OF
