RANK ON ENROLMENT
5. An applicant who meets the basic enrolment standards shall be enrolled
in the rank of officer cadet and may be promoted, effective the date of
enrolment, to a commissioned rank for which the applicant is qualified in
accordance with Annex B.
SECTION 1 -- PROMOTION ON ENROLMENT
1. An applicant shall be enroled in the CIL as an officer cadet and,
providing an appropriate vacancy exists in the CIL, may be promoted
effective the date of enrolment:
a. to the substantive rank of major, captain or lieutenant as
appropriate, if the applicant has previous commissioned service
in the CF, or has previously qualified for the rank to which the
applicant is to be promoted; or
b. to the substantive rank of captain if previous service was in the
rank of master warrant officer of above; or
c. to the substantive rank of second lieutenant or lieutenant if the
previous service was as a sergeant or warrant officer in the CF.
Notes -- 1. Applicants re-enroled more than five years after their release
from the CF shall be re-enroled as officer cadets and promoted effective
the date of re-enrolment, both as determined by NDHQ.
2. Applicants with previous military service other than with the
CF may be considered for promotion on enrolment in exceptional
circumstances and with prior NDHQ approval.
3. Notwithstanding the provisions of paragraph 1, it is incumbent
on the approving authority to ensure that the officers referred to at
paragraph 1b and c are fully aware of the contents of subject matter
detailed in the Course Training Standards of the Cadet Instructors List
Qualification Courses (ie, Basic Officer Qualification, Lieutenant
Qualification and Captain Qualification).

You'll have more chance by contacting your local Cadet Detachment. Previous cadet service might get an accelerated promotion to 2Lt depending on the Region - I'm in Eastern and see only a few cases of transfers from Reg or Res NCM to CIC, a lot of them being senior NCM's. The promotion system will also change in a couple of years with the new training system and MOC structure.
