So apparently the board voted to fire the chief, but they did so at a special board meeting that the board’s own chair wasn't present for… And now the board chair has himself resigned. WTF?

The Chief only serves as long as it has the confidence of the board- each of the municipalities has a rule in their agreements/charter for how and what composition is required to make decisions like this.

As well as the package for the release…which is usually “comprehensive”
 
I went and had a look at the rules governing boards in BC and the police act. The board has the authority- their local practice would be in their charter.

This is “without cause” termination which results in significant severance. Seems odd. But it’s in their authority and it’s just more money, they don’t seem to worry about that

And he'll likely be working as Chief, somewhere else, after a nice summer off...
 
Maybe, might be time to hang up the spurs. I can’t imagine municipalities clamouring to take on the butcher of bridgeview.

I understand the mechanics. I’m wondering about the politics that I expect are underlying this.

Politics govern all the police boards and commissions I’ve interacted with. Good and the bad. It really is their nature.

This one appears to have had half their members come in less than 10 weeks ago if I’m reading that right. That doesn’t sound good like you’re suggesting

In theory the rules are that the board is supposed to first attempt to build a plan with the chief to address gaps to avoid “without cause” termination

Another Surrey Police Board director resigns after chief’s departure​


A second member of the oversight body has tendered his resignation in the wake of the abrupt firing of Chief Norm Lipinski.
A second director with the Surrey, B.C., police board has resigned from the role just days after the ousting of the city’s police chief and the resignation of the board’s chair.

James Carwana informed the Surrey Police Board on Thursday that he had tendered his resignation with the province, according to the board’s executive director, Jason Kuzminski.

The reason for his departure was not immediately apparent, though it comes the same week that Norm Lipinski was suddenly replaced as police chief, triggering the exit of the board’s chair.

Now-former chair Harley Chappell cited politics for his departure, saying in a letter that the board made the decision to fire Lipinski at a special meeting that he did not attend.

“I do not support this motion and feel it to be in violation of our governance policies and provincial Police Act,” Chappell said in the letter provided to CTV News. “But unfortunately, what is done is done.”
