I don't enough about their jurisprudence to know if Congress or the Executive can advance a 'reference case' directly to the Supreme Court. Off hand I am inclined to think that there are probably some qualified legal minds in the 75 million or so Americans who voted for him. I feel that it would be a mistake to underestimate the opposition.

You might want to look at the Saint Mary's River in Montana/Alberta and the Red River in North Dakota /Manitoba. Water that rises in the US is consumed in Canada. And I doubt there is anything to prevent Trump's USACE diverting flow from the Lower Columbia after that water passes the 49th for the last time.

I wouldn’t include the IMF in deserving a shot across the bow.

The US de facto controls it with by far the single largest share of contribution and voting power - 17.5%. The IMF needs a majority vote of 85% to pass major policy and executive decisions. World - US = 82.5%…2.5% shy of a plural majority. The US essentially has a single-vote veto…ie. Controls the IMF.
