The WHO delayed naming COVID-19 a Public Health Emergency of International Concern, a World Health Organization procedure that, amongst other things, would have allowed for the procurement and distribution of scarce supplies, all because the Chinese Communist Party told them the spread was under control. The WHO delayed serious measures to counter the global spread of COVID-19, because the CCP was only worried about their own bottom line. When the WHO produced a report evaluating the possible origins of COVID-19, it became unquestionably evident that the entire report was nothing but more Chinese propaganda.”

 
It is obvious there are contrary positions. There are contrary positions on the 2nd Amendment and probably a lot of others. But the best and surest was to definitively clarify these issues is to involve the Court. I don't enough about their jurisprudence to know if Congress or the Executive can advance a 'reference case' directly to the Supreme Court. Up here, proposed legislation is (supposed to be) run by DOJ for Charter compliance and the AG can put a 'reference question' to the SCOC.
DJT must have had advice drafting the EOs - they use a lot of big words. They are either confident in their position or don't care.

Off hand I am inclined to think that there are probably some qualified legal minds in the 75 million or so Americans who voted for him. I feel that it would be a mistake to underestimate the opposition.

You might want to look at the Saint Mary's River in Montana/Alberta and the Red River in North Dakota /Manitoba. Water that rises in the US is consumed in Canada. And I doubt there is anything to prevent Trump's USACE diverting flow from the Lower Columbia after that water passes the 49th for the last time.

I wouldn’t include the IMF in deserving a shot across the bow.

The US de facto controls it with by far the single largest share of contribution and voting power - 17.5%. The IMF needs a majority vote of 85% to pass major policy and executive decisions. World - US = 82.5%…2.5% shy of a plural majority. The US essentially has a single-vote veto…ie. Controls the IMF.

Also of note, Trump has been more accessible to media in the last week than Biden had been for 4 years.
