President Reagan was referring to the Kremlin. Premier Ford was referring to the White House.
Reminded me of something I read about the Cuban Missile Crisis.
A high ranking American representative met with President DeGaule of France. He offered to show DeGaule photographic proof.
DeGaule said, he didn't need to see proof, because he "had the word of the President of the United States.

Nazi Germany and Putins Russia are two countries I can think of that have used the excuse of “protecting” their victim countries from the invading country’s adversaries as the sole basis of invading them.
