Most countries didn't have a CUSMA to exempt a bunch of stuff, and confidence in the likelihood of the outcome had to be measured in terms of how long it would take to get there, especially through courts. Congress could have intervened to oppose or to reinforce presidential tariff powers, Democrats being historically the party more favourable to trade protectionism; the only safeguard against them jumping in was their (highly dependable, at least) inclination to oppose anything Trump does.Equally embarrassing is all the countries that grovelled to get trade deals with a president who was essentially working outside the laws of his country that would ultimately be shutdown anyway. I can't imagine it looks good for them either in their countries?
