They also declared the press office a SCIF, because apparently speech writers are regularly in there with classified info, so seems like they just admitted they regularly disregard secure document handling (and also have no idea what a SCIF is).

Isn’t a SKIF the same as a Tempest room?
Misapplication of terms. TEMPEST is a series of technical standards including emissions control and other aspects of protecting information. A SCIF is indeed a facility (could be a small room, could be a whole building) rated for handling and storage of certain very sensitive information; parts of the TEMPEST standards may well be a portion of that, but it’s not interchangeable terminology.

PSPC still uses PWGSC in contracts and other official forms where things like FAA apply, so it's a weird situation where they acknowledge it isn't the legal name of the department, but probably don't want to have to change all the acts, laws, regulations etc that all grant them the various authorities they have for contracting in case they miss one.
I'm sure there is an easy way to actually do it, but some lawyers probably hummed and hawed and raised the spector of random legal risks that don't exist, but is fun to use as an opportunity to ask them if they still have the authority as PSPC when the aren't in the Act.
