Misapplication of terms. TEMPEST is a series of technical standards including emissions control and other aspects of protecting information. A SCIF is indeed a facility (could be a small room, could be a whole building) rated for handling and storage of certain very sensitive information; parts of the TEMPEST standards may well be a portion of that, but it’s not interchangeable terminology.

A candidate hoping to run for governor in the US state of Iowa has lost a closely watched primary contest, despite getting the backing of Donald Trump.

Randy Feenstra, who was seen by many as a frontrunner, conceded the race on Tuesday, having received a last-minute presidential endorsement ahead of the vote.

The three-term Iowa congressman, who was running for his party's nomination for November's governor contest, had also been a reliable Trump supporter.

Someone should tell PSPC, legally named the department of Public Works and Government Services Canada (PWGSC).

And the RCN that a Corporal of the Sea is still legally designated as a Leading Seaman.

We need to be careful about claiming any virtue on our part when we do exactly the same things.
PSPC still uses PWGSC in contracts and other official forms where things like FAA apply, so it's a weird situation where they acknowledge it isn't the legal name of the department, but probably don't want to have to change all the acts, laws, regulations etc that all grant them the various authorities they have for contracting in case they miss one.

I'm sure there is an easy way to actually do it, but some lawyers probably hummed and hawed and raised the spector of random legal risks that don't exist, but is fun to use as an opportunity to ask them if they still have the authority as PSPC when the aren't in the Act.
