They're not explosive... that's tracer fire... the "burst" sort of thing you see around the target is ricocheting tracer rounds. Tracer fire during the day is cool enough... during the night it's sort of like star-wars...

Every X round in a belt of ammunition is a tracer round, the bullet contains phosphor, and burns as it travels, making it possible to see while in flight... helps with aiming machine guns...
