What are a security level 1, 2, 3?

Well, because you are portraying yourself as lazy and expecting to be spoon fed because you didn't bother to try searching..

Level 1 is Enhanced Reliability Check
Level 2 is Secret
Level 3 is Top Secret

You get level 1 when you join the CF. Than depending on your job you will apply for Level 2 and 3 when required.

To be completely accurate, Level 1 is Confidential.  ERC doesn't clear you to any classified material, only designated (Protected A/B/C).

Both level 1 and level 2 clearances are actually a fair amount of work. There's sufficiently little difference between the time it takes to get one or the other that if you only need Confidential now, but there's a chance you might need Secret later, you might as well apply for a Secret clearance. The same cannot be said for Top Secret.

An enhanced reliability check on the other hand is honestly little more than a credit check and a check of your criminal record.

I may be mistaken, but if I recall correctly, somewhere in the myriad of security publications is something stating that an ERC only clears you for Prot A & B. At the very least, I know that the DWAN / DIN is not cleared for the processing of Prot C data, so you'd likely need to have an actual clearance in order to be able to access it in some digital form.

So I am filling up this long security screening form, since I wasnt reside in Canada for the past 4 years. I possess dual citizenship. Why they want to know if I own any foreign assets such as stocks, mutual funds or properties? and told to fill in past 10 years employment. Should I fill in every summer/ part time job I had and any jobs that I was asked to resign?

Who cares....fill out the information they ask for.

Will they check deeply on my past working experience? Some of them, I got dismiss by the employer. Would that affect my acceptance of entering the force?

It is entirely possible. It likely depends upon the reason your employer gives for your dismissal, if they give any reason whatsoever. If you were fired from the pizza place because you're not very good at making pizzas, then I don't anticipate a problem. If you were fired from the pizza place because you showed up to work drunk all the time, or got caught stealing, or any other number of reasons that indicate that you're not actually that trustworthy of an individual, then that certainly could have an adverse effect upon the likelihood of you being granted any level of security clearance.

Well, I was just in the situation of refusing to perform illegal action, so they told me to resign.
Will i get any opportunity to explain to the recruiter what happen for the dismissal?

The recruiter doesn't check your references.  Your references are checked by the company that runs BACKCHECK.  I am sure that if they found that your former employer was doing something illegal then you should not have anything to worry about, but your former employer may.

So what you mean is that the force or recruiter wont look into my past employments history and also wont call my supervisor how well I performed on duties and why I was dismissed from work?

Someone employed by a company under contract to DND may very likely call you your past employer(s). The information gathered will be sent to your CFRC and during your interview, this employment history will be confirmed. The how, when and wherefore varies depending on too many factors to mention.

So I still get an interview to explain why I was dismissed?

You will have an interview with a Military Career Counselor (MCC) It will take anywhere from 45 - 90-minutes depending on what trade or how much you have to say. If any adverse information comes back from any of your background checks it will be discussed with you and you will get a chance to tell your side. The only time we shut you down without giving you a chance to explain is if you have a commitment to the courts. That could be anything from owing for a fine to a firearms prohibition. Oddly enough some people seem to think that if the courts say they aren't allowed to handle firearms it doesn't count in the CF. Firearms is kind of our thing!
