What is PPIP

I'm trying to decipher the deductions on my pay stub; what is PPIP? All Google would tell me is Parental Insurance Plan but what's it cover?  Is it only for Quebec residents?

Great plan. I know we can barely afford to dole out such benefits, but when I was a contractor several years ago, I decided to contribute and was eligible for 5 weeks of paid time off when i had my first kid the following year. As a self employed individual. Imagine that.
