".... This Solicitation is being issued to satisfy the requirement of National Defence (the "Client") for the lease two (2) contiguous, non-preempted, uninterrupted Ku Spread Spectrum (Ku SS) band space segments/carriers to facilitate passage of departmental information essential for successful operations in the Afghanistan theatre of operations.

The Contractor shall provide 2 x contiguous, non-preempted, uninterrupted Ku Spread Spectrum (Ku SS) band space segments/carriers with coverage between 27 - 38 degrees 00 minutes North latitude, 60 - 75 degrees longitude that will connect to Viasat Ku SS modems on mobile platforms and to a Viasat Land Earth Station (Hub) located in the same geographical region.

The Contractor shall ensure that the 2 x Ku SS carriers are useable on a 24 hour/7 day basis and each carrier must provide a throughput (guaranteed Information rate) of 1 Mbps from the aircraft to the ground and 512 Kbps from the ground up to the aircraft.

The requirement for Ku SS services is related to commonality and compatibility with the VIASAT proprietary equipment that has been designed, tested and installed on the DND specialized mobile platforms. Multiple versions of the Ku SS equipment cannot be installed on the mobile platforms due to physical space limitations, rigid Federal regulations and design characteristics of the mobile platforms. Any proposals would have to guarantee 100 % compatible with the proprietary Ku Spread Spectrum satellite equipment installed on the mobile platforms and 100 % compatible with the Viasat equipment currently installed in the hub in theatre.

".... Department of National Defence, 8 Wing Canadian Forces Base Trenton, requires the production and delivery, FOB destination to 8 Wing Trenton, of two (2) Inflatable Engine Maintenance Shelters to suit CC130 aircraft. Supplier also to include training service on appropriate setup, use, maintenance and storage of the shelters including written English instructions and diagrams.

The shelters are used to increase the engine servicing capabilities and limit exposure of personnel at 8 Wing during cold weather operations in Trenton or while on frequent missions in the North. These tents can also be used during Desert Ops to protect against winter or exhausting sun exposure. The unique design of the shelters effectively docks the shelter to the
aircraft, making it extremely stable in windy conditions. The inflatable design also ensures that the shelter cannot damage or harm either the aircraft or the personnel using it.

The CC130 Shelters have been tested on a trial basis and extensive research in the market place indicates that it is the only product capable of meeting the required performance specifications.

J.B. Roche (MFG) Ltd. (link to company web page), is the sole manufacturer of the Inflatable C-130 MX Shelters and is manufactured under Canadian Patent number 2,345,398 ...."
