".... REQUIREMENT:  Defence Research and Development Canada - Suffield (DRDC S) has a requirement to develop small molecule-specific antibodies and to produce recombinant proteins in tobacco plants.  Organophosphates (OPs) remain a civilian and military health threat. While current treatment regimens increase survival, these treatments must be immediately administered for maximal Efficacy. Bioscavengers, such as human butyrylcholinesterase (BuChE), have shown therapeutic efficacy in mitigating the effects of an exposure to organophosphates. Large scare expression of proteins in transgenic tobacco plants will help provide a source of bioscavengers for research and development.  Antibodies may also provide some potential as bioscavengers.

From the Statement of Work (attached):
.... One of the deficiencies noted in Op ATHENA is that of the Canadian Forces’ (CF) limited ability to effectively and systematically exploit adversary documents and equipment. Be it from the perspective of planned, deliberate exploitation operations or impromptu situations permitting the exploitation of adversary information, the CF retains a limited, un-institutionalised and untrained exploitation capability.

The Canadian Forces are committed to developing and retaining a highly effective force capable of operating in a COIN environment with the ability to defeat network-enabled adversaries. As part of this commitment, the CF intends to invest in core functions and activities, including enhancing their exploitation capability. Seeing as Sensitive Site Exploitation is essential to mission success, it is the CF’s intention to establish a contract with qualified personnel for the provision of this training ....
