Where is my memo?

Hi All,
So it has almost been nine months and I haven't heard any reply back about a compassionate memo and posting request. My wife is having some personal issues and the base social worker determined that our best bet was to request compassionate status and a posting to CFB Halifax. In that time I have requested information regarding the status of the memo and also any minutes that were added to the file, and every single time they just tell me that "There is no new information". At what point should I go directly to the CO and speak with him personally? Obviously I want that to be the last resort but at this point I have talked to the Social Worker, MWO's, 3 separate CoC's (as I have moved betwen 3 different sections in that time), and the Padre, and still have not received ANY information. Now I understand that Admin takes time and I understand that the budget right now has limited the amount of postings, but at some point I deserve an answer one way or the other as living my life in Limbo is definitely not the right thing for us right now. I cant go on course, I cant plan vacations, I cant even move within the geographical area because what if they do decide to post me, I will have to end my lease early. Anyways if anyone has any suggestions on this matter please feel free to lend a hand.

You say that your supervisors keep telling you that "there is no new information". What have you been told to this point? Anything?
 
You submit a memo nine months ago and still have no definite/tangible response?

I'm sure if you took the "copy" of the original memo that you kept, attached that to a "Notice of Intent to Grieve" and staffed that through, it would probably result in a response.

We are now starting into the APS and I would guess that you are not going to be part of it.
 
Nine months and three different chains of command? What the hell.....I suspect there's a game afoot and it's called "pass the problem".

A more general response is that, due to personnel shortages and an unrelenting demand for sea going detachments, moving to 3 different sections in an MH Sqn in a year is not unusual, unfortunately.

There are next to no cost moves this year in 12 Wing.

As a final point, QR&Os state that you have the right to make representations directly to your Commanding Officer. Ask for an appointment.
 
We only have one side of the story, no history plus we don't know you from a hole in ground.  Any advice we give you will be very generic in nature.  That said here are a few options for you;


1.  Accept status quo;

2.  Ask for an interview with your CO verbal or better yet via memo.  Your CoC can ask why but they can't deny it.  If they refuse quote Queens Regulations and Orders, Volume 1, article 19.12:

                                                          19.12 - COMMUNICATION WITH THE COMMANDING OFFICER
                                                          An officer or non-commissioned member may, upon application, see the member's commanding officer on any personal matter;

3.  Do Grievance by submitting a Notice of Intent.  Here is the site http://www.forces.gc.ca/en/caf-community-support-services-for-members-grievance/index.page  There is a better DWAN one but I am not at work; or

4.  Engage you CoC again for a resolution (probably not the best option).

If I was you I would go with #2 via memo and if no joy then #3.  Just a word of caution just because the Social Worker recommends it doesn't mean it will happen.  In my experience the Social workers tend to not want to be the bad guys and in more cases than naught they side with the members.  There are a few factors that are at play.  Make sure you fully understand the DAOD and its references. http://www.admfincs.forces.gc.ca/dao-doa/5000/5003-6-eng.asp

Complete garbage that this is happening.  Any member has the right to meet with his/her CO on request.  Hopefully that would get to the bottom of it.

5.  Ask to review your UPF.  The request, if actioned at the unit level, will have been put away to the member's pers file.  This should include the member's (minuted) original request and a copy of the CO's letter to D-Mil-C.  The social worker's report should not be in there.
