A million people flooding into a pretty small area that's completely unequipped to handle such an influx is a danger of major proportions if not adequately prepared for. It's certainly an 'impending situation', it could result in serious harm to persons, and it's obviously caused by a force of nature.

Yup. The kind of dick move that will make me forget NF for life. I was there in Dec, for our 50th anniversary and to see Jason Bonhom do his Led Zeppelin act. I've been to Clifton Hill years ago. Not anything to make me return. Did a battlefield tour of the Battle of Niagara (Lundys Lane) action. Don't need to do that again. Been to the Falls 3 times & Maid of the Mist. Saw the Butterfly Conservatory. done, done and done. I see no further need to look at or purchase any local kitch. So I see no need to ever return.Wow. Dicks.

I think you just described Vegas, Honolulu (specifically Waikiki), and probably a dozen other tourist spots.I was there as a kid and did the whole boat thing, it was neat. Went back much more recently for something with work and ended up sitting for a while just a block or two outside of the tourist core. Amazing how quickly it becomes really grimy as soon as you step foot off the main drag.
unfortunately, the Falls has no say in where the eclipse is going to occur. That was decided long long ago. The Falls have been identified as one of only a few locations near Toronto with the longest viewing times and clearest sight angles. If they had a choice, I they probably wouldn't issue a permit for it.Maybe just close some venues, and limit attendance in open areas…
If a City cannot support an activity on its own, then it should hold it, or allow it to be held.
