The conceptual conundrum is determining when the State, taken as a whole, no longer serves the people, taken as a whole, not just some people feeling aggrieved by the folks in power at the time.The Government derives its power from the people, thus should the people need to remove that power, they have not just the right to use violence, but the responsibility to do so.

Germany’s security services have launched a campaign titled called “Don’t Become a Disposable Agent” (“Kein Wegwerf-Agent werden”) as part of an effort to warn citizens about attempts by Russian intelligence to recruit collaborators through social media. The Federal Office for the Protection of the Constitution (BfV) has announced that Russian intelligence services use messaging apps and social networks to find individuals who are willing to carry out espionage and sabotage operations in Germany, according to a report by Tagesschau.
The Federal Criminal Police Office (BKA) said crimes are often committed by “disposable agents” — people without intelligence training who work for small sums of money, frequently without knowing who is coordinating their activities, let alone why. As BKA head Holger Münch explained:

That than shoe horning a foreign system, you may want to push a volunteer Auxiliary to various LEA’s.I'm sorry. I just can't do it. I will continue banging the drum for the Danish solution, which I perceive as a better, and applicable, solution for Canada. Danes are not radically different to us.

Night Watchmen around the city water works....
Following the Danish model Canada would have available to all levels of government 433,000 people in uniform. This excludes the fire service which is provided by Falck, a private corporation.
Instead of a potential force of 430,000 Canada has 153,000.
The Danish force is 14% full time police, 25% full time members of the Forces, and 61% unpaid volunteers.
This would give a Canadian police force of 61,000 instead of 72,000:
A CAF with a TDS of 109,000 instead of 53,000
And an unpaid Militia of 264,000 instead of 29,000 (mezza mezza).
The unpaid Militia provides volunteers to all levels of government in peace, war and in between. They are only used in non-confrontational roles and always under the supervision and control of full timers with the appropriate authorities.
Some of the volunteers make themselves available to assist the local police. They form 47 companies, that would translate into some 350 to 400 in the Canadian context. So basically every small town and every urban ward.
All of those volunteers have the same understanding of the laws and their roles. They are all similarly equipped with uniforms and ppe. They are all similarly trained in weapons safety and use. And their supervising full timers all know what they can expect from their assigned volunteers.

This is the alternative to saying that each municipality is responsible for finding, funding and training its own night watchmen to secure the local waterworks and powerstations and to provide extra street patrols or other overload manning.
