There’s reporting out that DND and the CAF tiger team is taking a literal Whole of Government approach with a COA of enrolling volunteers from the public service into the CAF Supplementary Reserve…

Interesting option, can’t say I think much of that choice but it a choice. If it comes to pass I will be interested to see how it works for them.

Security clearances would not be an issue. Can already be released for annual service/checks etc with rules that already exist. Assuming some sort of compensation for this, you could get some takers. Could have plenty with some transferable skills.

Why would that be the case?

First off it looks voluntary. Secondly they would only be subject to if mobilized I would think. No different than the PRES at this current time.

If Canada is mobilizing, a lot of the large departments and agencies that have the bulk of the Public servants are going to be very involved already.

Taking public servants from CBSA, RCMP, DND, Fisheries and Oceans, Corrections Canada etc to fill out CAF seems like it will be robbing Peter to pay Paul.

Both deployment and mobilization would put the reserves on active service making them subject to it.

I suspect that the goal is to use mobilization more often even for small scale stuff. Think dom ops. But would have an option to go bigger if needed.

I can tell you that in the flood assistance operations I did, I was given time to go and none of my PS colleagues (which included DND) were not involved at all in any way shape or form and barely noticed it was going on.

FWIW, I've just heard through another news source that 'the plan' might include providing weapons and drone training to thousands of members for the Federal Public service, and then enrolling them in the Supp Reserves.

I can not reliably corroborate this assertion, but it's an awesome rumour to kick off after 'Remembrance Week'

You're both on the edge of the concept.

"Unlimited liability" is the concept that the King, in his infinite wisdom, by way of his duly authorized representatives - the GiC, can order you into harm's way where you may have to give up your life for your country.

The regular force has a somewhat restricted concept of when it attaches and therein lies a bit of a their misunderstanding about reserve service.

"Unlimited liability" attaches the moment that you sign up for the reserves as a recruit and are sworn in. It continues uninterrupted until the moment that you are released. It does not matter whether one is actually on active service. It's the fact that you can be placed on active service - or other service - at any time without volunteering to go.

In short, the GiC can order any reservist into harm's way at any time without the reservist's consent. The fact that they haven't done so in a long, long time doesn't change the concept.
