Generally they go for the greater good of their pocket in the short term. I have watched enough dragons den and shark tank to see a company doing well employing a decent amount of employees is Canada or the States and still profitable to be asked why they haven’t shipped it overseas where they can make 10x the profits at the cost of the locals.

The new Directorate General of Mobilization has some PowerPoints available on their SharePoint for members of the CAF to peruse. One of the concepts they are moving forward with is a new sub-component of the PRes, similar in function to the SuppRes. This new component, which has not been given an official name, but referred to as the Mobilization Reserve (MRes) is wildly different in concept than the SuppRes or PRes. The MRes would accept people right off the street, they complete a dozen or so hours of online training, and show up once per year at their local armoury for an annual DAG/Fitness Test/Weapons handling.

Other slides talk about a growth of the PRes to 100,000 with a 300,000 MRes/SuppRes combined.

Mobilization - the action of a country or its government preparing and organizing troops for active service.

So how does this MRes differ from all other mobilizable reserves in order to earn the name "Mobilization Reserve?"

Maybe it should be called "The People we mobilize just before the cadet instructors Reserve."

Well, we have already committed the Primary Reserve extensively to continuing fulltime employment (making very difficult to mobilize what has been left behind), and there is no intention to ever mobilize Rangers nor CIC for international operations.
 
If the civil servants are part of some special type of reserve, perhaps we should utilise them whenever possible. Besides weapons and drones, Why not teach them how to use demolition and construction tools, generators, light kits, bobcats and genie lifts also? Put them to work during floods, ice storms, forest fires, etc?

What is their structure supposed to be? Is there going to be a full time cadre like a regular reserve unit? How are they organized into groups?
 
I think I need to get away from this thread for about 6 months until all the speculation and guesswork get out of it.

I've got about a hundred ideas as to what a home guard / strategic reserve should be - and @Kirkhill has another hundred - but that doesn't help in trying to figure out what the desired outcomes are without seeing what some of the directives from the top are. This civil servant red herring has just started me wandering into silly season.

Are CIC officers more or less useful than public servants in this context?
