Here is the question and her full answer

Q: The world’s likely at its most dangerous moment since the Cold War. Is Canada ready if conflict breaks out?

We’re always ready
And like all the militaries in the world … especially when we’re looking at our allies, we’re going to be ready to go as-is.

However, we can plan to get better, to acquire and move toward the capabilities that we need in this current context.

What I like to tell folks is that understanding what we’ve been asked to do over the past 35 years, post-Cold War, is fundamentally different than what we are (being asked) to do now, looking at the current environment and what we can anticipate in the future.

Post-Cold War, what we asked Canadian Armed Forces to do is a lot of expeditionary operations — limited objective, very specific theatres of operation — and, again, within a specific context.
Take counter-insurgency, for example, which is what we did in Afghanistan. Sure, it’s all combat operations, but it’s within the context of Afghanistan. And when you do counter-insurgency where you have air supremacy, you don’t need air-defence systems.

We divested air-defence systems in the year 2000 because they were not required. And then we needed other types of capabilities to have a better chance of having success in Afghanistan.

Now the situation has changed. The air is contested. And we absolutely need those air-defence systems, which have greatly changed — the technology has changed over the past 20, 25 years. The systems we need now are layered, and we have to get back into the business of air defence. It’s going to take a little bit of time, but that’s the example that I like to (use) when we are discussing the state of affairs today, and getting back into the near-peer type of conflict that we find ourselves in at the moment.

I suspect her first 2 sentences were generic somewhat flippant statements along the lines of we will always be able to send forces.

The reminder of her comments address if we are ready for the current Russian, Chinese peer or above peer threat of major combat operations in all domains in the next 2-5 years.

That answer is NO but it’s hidden between the lines and not stated with no ambiguity.

I wonder what message she wanted to convey in that answer.

I don't think the principle of bilingualism is wrong. What is wrong is imposing such a principle and then not providing enough training to meet it or actively discriminating on hiring prioritizing bilingualism over relevant job qualifications.
If you want bilingualism copy the Swedes. They accepted the fact that English would be a dominant language and started teaching it in primary school. Every Swede under 40 is bilingual. Thus they don't have to make it a requirement or even consider competency in the second language. If Trudeau senior had truly wanted both languages he could have initiated it through schooling back in the 60s but that wasn't his purpose. He wanted to ensure Quebec's control in government.

Education is a provincial responsibility. Not federal. Imagine Trudeau senior trying to tell Alberta what to teach...

Yet the Feds shower money on the Other language facility's and human resources in the opposite language Province.
There are about to be two French Language High Schools soon here in Halifax. A work Colleague is Originally from the Montreal are but he and his wife have decided to raise their kids here as housing was cheaper than Montreal and the French Schools are what they expected as Parents. He knows of at least three other former Montreal families that made the same decision. All couples in mid to late thirties. Who knew. None Military.

This is interesting. The 6 new Global 6500 fleet (+4) will have air 2 air refuelling. Pretty much kicks the E7 in the nuts as far as Canada goes on at least that advantage.

That's just a possibility at this point, not an actual feature. And the GlobalEye has all the radar systems in the way of where the fuel probes would go.

Would like to think that they’ve started looking at options to address this. Seems economically smart to do so.

Saab has apparently not been especially interested in fitting refueling systems to the GlobalEye in the past for other customers, unsure if its a design concern or just not important to other operators. Either way, what works on the civilian variant may not be compatible with the heavily modified internals and the externals of the GlobalEye.

I assume we would have to go down the same road if we went with L3Harris for Airborne Early Warning and Control Aircraft instead of GlobalEye.

To the best of my knowledge, no one has done the engineering work to retrofit air to air refuelling capabilities on to any of the Global Express aircraft.
