Potentially they could, but it is much harder to explain to your constituents why you need to substantially raise taxes to pay for the province than it is to drop the ban.

Federal transfers to the provinces are governed by legislation (Canada Health Act, Federal-Provincial Fiscal Arrangements Act, etc.) as well as formal agreements between the parties. Unless the federal government wants to break it own laws and agreements, or recall Parliament to try and amend the laws, then inevitably defend their action in court, I doubt that would happen.

It's not like the king doling out coins to the subject out of his largess.

An issue is the fact that we have to play ‘reactive’ while the other side is playing ‘pro-active’ all the time.
They make the moves that affect us and we have to move accordingly to counter them.
It would be nice to see us make a number of moves first and have them have to move reactively to address them.
The initiative in this has always been with the other side because it’s them that want to blow it all up, where we were happy with the status quo. Pretty damn difficult to ‘win’ in a situation like this.
When Mulroney and Reagan sat down together, as partners, and hammered out the FTA in ‘88, it was pretty much an agreement between two equal partners. It was sold to us, Canada, as that - equal partners coming together for each other’s benefit. We took it as such and we assumed, wrongly it turns out, that hitching our wagon almost exclusively to the US apple cart would only benefit us. And here we are 35+yrs later with the realization that we are now royally F&cked because along came a US President who doesn’t give a shit about anything but power and money and we are left with a card in a high stakes poker game that consists of a pair of 6’s and a pair of 5’s with a King high and we can’t out bluff them or outbid them.
