The sources told The Globe and Mail that Mr. Guzman is frustrated by the slow pace of government bureaucracy in getting defence procurement projects moving and approved.

Mr. Guzman was an important player in the July decision to purchase 12 conventionally powered submarines from German company TKMS for the Royal Canadian Navy, one source said, and has demanded quicker action on procurement files during his tenure.

If you want to fix speed up defence procurement the first thing you need to do is change the procurement rules. Not set up new agencies.

Getting mad at the PS because they follow the rules and legislation as laid is simply a deflection cope that allows the LPC Gov to be able point at someone else when things go wrong.

I know, I defended the PS. Lord help me.

Lower complexity files do not go to TB.

The new TB template is greatly simplified. It's a high level overview of the plan.

The major sticking point is the unnecessarily complex and time consuming costing done internally by DND.

Not wanting to do the homework is not a good look for a senior CAF member.

When it takes me days and multiple forms and justifications just to buy toilet paper or paper towel, I can only imagine how unnecessarily complex it is to buy submarine and warships.

I think that I've told the story on here before of when I worked 5yrs after the fall of Communism in the Czech Republic and the issues that I had with the changing of burnt out light bulbs. This is not really any different from those frustrations that I had back then.

There was an entrenched, well defined and understood system already in place and just because 'independent thought/action' was now permitted, and dare I even say expected, virtually no one was willing to put their head above the trenches and take the initiative. They were all still happy to just put the time in, shuffle the papers around in front of them and look towards collecting their pension.

Our PS and our situation is NO different.

Wouldn’t it also require moving the Silverado from Oshawa?
Trucks like the ones in the ISV Heavy should be in continuous production of basic cabins, frames and engines with the custom armoured body work going out to vendors right across the country, since the whole country pays for them. But the main and key point is continuous, with updates as applicable.

The CAMI plant is in Ingersoll ON. Even if production was to be in Oshawa, a lot of that complex is in mothballs unless they have torn it down.

The CAMI plant is in Ingersoll ON. Even if production was to be in Oshawa, a lot of that complex is in mothballs unless they have torn it down.
