Russia is huge and the cost of providing nation-wide coverage would be prohibitive. It seems that Ukraine is getting very adapt at detecting or creating flight corridors. For context, Russia has typically been a very significant exporter of diesel, but have restricted exports due to the Ukrainian campaign on this refineries. This means that importers who normally would be supplied by Russia need to find substitute sources, and so generally prices go up as suppliers and producers jockey the new market dynamics and the same number of buyers (minus any demand destruction) try to buy from a smaller selection of suppliers. Refiners in turn are trying to ramp up production where they can to cash in.
