In this instance NATO as a collective (as well as individual European member states) have AEWACC and individual members have AD Radar Nets and AD systems, as well as Alert Aircraft dedicated for NATO and domestic patrol.
Militarily the kill chain was shortened.
Politically there is now the willingness to use the Kill Chain.

Pulling NATO into the war specifically to "lose" to has been a long theorized way Russia might try to save face (and Putin saving his own skin) against losing to Ukraine alone.
Oh... The 2021 visit was also to send a warning, to not invade Ukraine.

He lost his ‘deniable’ with the admissions that then Wagner was a defacto arm of the Russian state. Regardless of it’s called Redut or not, it’s a wing of VDV 45th Guards Spetsnaz Reconnaissance Brigade. No one really believes those soldiers are ‘on leave’.
Short of quickly throwing a slew of GRU folks under the bus for starting a war, to lose diplomatically. It’s a tough case to unpack. There also isn’t a lot of room theses days on the decision tree.
