They have naval artillery.

The ships won’t last a minute past the UXV screens.

Bottling the US is a much harder prospect.

Russia is bottled only in the Black Sea.
They have freedom elsewhere as Western Navies aren’t interdicting, or otherwise containing them.

They will just make more islands…

Russian navy is mainly bottled up outside of the Black Sea by their failure to maintain their warships and loss of friendly ports.

We (western countries) can help the Philippines by supporting them with ships, while they improve their base on the Spratly Atoll.

And repeated the feat in WW1 by bottling up the Hochseeflote in its own German bases.

Some say that the Battle of Jutland was a victory for the German, but it was the only time during the war that it attempted to come out and breach the British blockade. They had their battle, did not breach the blockade and retreated to their bases, there to stay until the end of the war. The British maintained their strategic position throughout.

Expensive win, but British win overall.
