    I'm not surprised by the sentences. The length of time it took for the charges to be processed by the courts resulting in everybody losing interest. The world has moved on. It's not particularly uncommon except when the charges are considered a crime against the person.

    In the 'aid of the civil power' role (crowd control, etc.), the authority to crack heads is the same a civilian law enforcement so it boils down to staffing and deployment. As we saw in Ottawa (once OPS got out of its way), civilian law enforcement is well up to the task.

    I suspect a lot of these consultations, particularly with cel towers, are pro forma and they just aren't prepared for in-depth feedback. But I agree that a response like that is bad form. Surely the proposed tower wasn't unique and they could have pulled technical data from another one.

    By the read of some of the Kawartha comments, it might have been helpful to have an aluminum foil dispenser at the open house. A mix of anti-everythings (probably typed on a phone requiring a cel-tower) and NIMBYs who are ok if it is somebody else's backyard.

    Those are fairly recent pressures, though. The Canadian tradition of military under funding is decades long. It could be argued that the Canadian public, through its government, has prioritized what it wanted more than what it needed.
