The RCAF problem isn't pilots, it's fighter pilots.
They're just using the lack of the latter to increase pay for all of the pilots. Directed incentives for fighter pilots are seen as unfair to the rotary wing community who are paid significantly less on the civilian side.

The lawful authority to change the QR&O is the GG, on the advice of the Privy Council (per the National Defence Act).
The RCN has never requested that the PC advise the GG to do so.
To implement without lawful authority is, "troubling" at best, gross insubordination at worst.
So you're saying the Army as an institution, responsible for the combat arms, is failing in its stewardship of the institution by not doing the work to establish a valid, legally defensible, informed by science fitness standard?
