I think the current system is not too far off from this anyways, at least for the MARS officer classification. The main difference would be more time spent as a Lt/SLt before reaching Capt/Lt(N).

Interesting news and I'm glad to see the modular equivalent of the course mentioned as well for the Class A world. Addition of the ORCA OIC qualification is a nice little addition/incentive for reservists currently trying to get on the ORCA OIC course.
Just a note that naval reserve units are feeling the pinch too, though from what I've seen/heard it doesn't sound as bad as what's being described in this forum for the army reserves so far...just less courses like 404's etc. and the possibility of some reduced training. However, the new year...
So in general, most LCdr and Cdr CIC ranks are acting ranks and not substantiated. Based on your description of the career progression, I guess there isn't really much of a comparison to the naval officer/reserve officer world at all (not that there should be).
Ah yes, the first and only CIC CDS in CF history, I remember hearing about this. Though I'm MARS, who says you can't aim for the top of the totem pole as a CIC officer lol

It's my recollection that all the Navy PLQ courses on the west coast were conducted with the OD's. I remember hearing something about MARPAC or some entity not authorizing the use of CADPAT by Navy members? I could be completely off though...
I had a couple former CIC officers when I did basic and they were A/SLt's. I also think there was a NCdt CIC officer who eventually did get back pay as a A/SLt.
I would think that once you are given a commission, this can't be forcibly removed from you unless you do something really wrong. ...
