That's the thing with "rights holders" - in the case of the numbered Treaty areas, it's very generally linked to whoever signed the Treaty. I think things are a bit different in that respect out in BC/West Coast given the slightly different history, though.
Old news, as with any aggregate organization representing multiple FNs - but each member FN might have an effective veto of sorts, depending on the circumstances.
Meanwhile, Team Blue seems to want to put everyone's vote on the record, so to speak, on the CAN-AB pipeline deal...
