Probably - I suppose the counter point is that some of these more remote locations have functional messes that do provide valuable service to members. Probably could be replaced by something different but no pub is going to open on a base where they can't sell beer at lunch.

The only reasonable army contribution to arctic security is securing forward air fields / ports in a version if island hopping across the wasteland of the tundra.
