A major issue is the definition of the word 'fair'.
If the 'fair' market value of a property is 'X' and the Government offers 'X + 35%' - that could be enough extra compensation for say 30% of those affected. What about the other 70%? If the Government goes and increases it to be 'X + 50%'...
