    I’m not sure I’d characterize it in that manner, the Koreans have been acting aggressively to the point it’s teetering on desperation, while the Germans are taking a more measured approach. Koreans came out of the gate swinging but the Germans are basically caught up with them at this point.

    As funny as that is, it's not the first time that nations have done this sort of thing. UK Tornado and Phantom aircraft in the 1980's were delivered with cement ballast instead of their radars due to ongoing issues.
