There’s a new digital system being used for VRs and CTs. Considering as you no longer have to submit a VR in order to CT, does submitting a CT to either component still count as a “release” and if so, where can I find a policy to substantiate this?

That's the thing, I have exceeded the three month limit by three years to be honest, but I wasn't made aware of this particular policy until recently (early Apr). The CCMS said that wouldn't be too much of an issue though given my particular circumstances.

Can’t see why not. Like you said it doesn’t specify what nationality your character reference can be, so go with it.  It would would be stupid if your reference had to be a specific nationality, imo.
