There are no satisfactory reasons to not be able to put a hard number on the advance poll vote counts or a ceiling on the number of requested mail-in ballots when polls close on election day.

Other than the "savages" remark, it's kind of true, they were quite busy fighting each other and taking slaves. They were farther behind technology wise than most of the South American populations.
