You are correct, this goes back somewhat further than Obama.
In the Fall of 2008, they didn't know if bank machines would have to stop dispensing cash. Obama and McCain had to pause their campaigns to get briefed on the bailout. Obama basically got handed two wars that were going badly, the worst recession since the Great Depression and a Global Financial System on the brink of collapse. Short of being elected in the middle of a World War, I'm not sure there's a worse position to start a Presidential term.
He wasn't perfect. No President is. But one has to be a truly partisan hack to argue that he's the worst the US has had this side of the Millennium. In fact, polling says he is to Millennials what Reagan was to Boomers. And even Gen X splits between Reagan and Obama with a slight edge to Reagan.
