At some point, all winners of large jackpots in Quebec had to agree to have their pictures and names to be publicly disclosed. This I believe changed since the plotted kidnapping of a couple who won 27 millions.

Publicly disclosing names of winners is not just publicity for Loto-Quebec but also a transparency issue.

I think thats what I saw, I understand the part about transparency, however telling everyone you know have x million dollars in your possession can (and does as illustrated by that example) bring out the wingnuts.  TLC had this show about Lottery winners in the states, and at one point it discussed how people suddenly came out of the woodwork looking for handouts.  One guy even left his home and moved to another state.
 
My Aunt won $85 000 a couple of years ago. Not much if you ask me, but still, the people that came out of everywhere looking for free money really boggles the mind. I never bothered to ask her for a cent, despite being a very broke college student at the time. And why should I have asked her for some cashola? Not my money, not gonna ask. Seems fair I think.
